Double Efficiency Medals

Following the introduction of the Efficiency Medal on the 23rd of September 1930 there were several members of the Territorial Army who had already earned either a Territorial Force Efficiency Medal or a Territorial Efficiency Medal. In these cases, any time served following the original award prior to the 23rd of September 1930 counted as service towards the Efficiency Medal and not to subsequent clasps to the original medal awarded. It is therefore possible to find groups that contain a Territorial Force Efficiency Medal or a Territorial Efficiency Medal with an Efficiency Medal. Transitional Awards of Efficiency Medal (T. & A.V.R.)

The ability to earn two Efficiency Medals again became a possibility when the Efficiency Medal T&AVR replaced the Efficiency Medal Territorial and the Efficiency Medal Army Emergency Reserve in 1969. This Transition Process, as it is called, was more complex and governed by a rule laid out in the Regulations for The Territorial and Army Volunteer Reserve 1967 Amendment 1973 Appendix VI, Para 3 this read:

3. Personnel who have previously qualified for the award of The Efficiency Medal (Army Emergency Reserve) or The Efficiency Medal (Territorial) or Clasps and who, on the day of completion of a further 6 years' reckonable service are serving in the ranks of the Territorial and Army Volunteer Reserve, will be eligible for the award of a Clasp or further Clasp to the Medal they already hold. Should such personnel, after qualifying for the award of the Clasp eventually complete a further 6 years' reckonable service in the Territorial and Army Volunteer Reserve then they will be eligible for the award of The Efficiency Medal (Territorial and Army Volunteer Reserve) in addition to the Medal already held. In such cases the award of the Clasp which originally recognized the combination of service in the Army Emergency Reserve or Territorial Army and the Territorial and Army Volunteer Reserve will be cancelled and the service used to count towards the award of the Clasp will instead count towards the award of The Efficiency Medal (Territorial and Army Volunteer Reserve).

No Transitional Arrangement for Transitional Awards of the Efficiency Medal (Territorial) (1982) 
 

It should be noted that there was no such transitional arrangement made for the Efficiency Medal (T&AVR) to the Efficiency Medal (Territorial) (1982) as this was considered a name change only, this is clarified in the Territorial Army Regulations 1978 amendments in 1996.

3. Personnel who were awarded the pre 1967 Efficiency Medals (Army Emergency Reserve) or (Territorial) and their clasps who completed a further 6 years reckonable service after the 1967 reorganization were awarded a further clasp to their original medal. However, following that award, if a soldier continued to serve and completed another 6 year period of reckonable service wholly in the Territorial and Army Volunteer Reserve, the soldier then qualified for a second medal, the Efficiency Medal (Territorial and Army Volunteer Reserve) EM(TAVR) and the clasp previously awarded for a combination of pre and post 1967 service was cancelled and it was necessary to return the insignia to the Army Medal Office before the second medal could be issued. A similar arrangement is not applicable for soldiers awarded the efficiency medal (Territorial and Army Reserve) who completed reckonable service for a second clasp to their medal after 1982 in the redesignated Territorial Army, because, unlike the 1967 reorganization, the changes of 1982 were of title only.

Transitional Awards of the Volunteer Reserve Service Medal

However, transitional awards returned with the creation of the Volunteer Reserve Service Medal were both the Efficiency Medal (T&AVR) and the Efficiency Medal (Territorial) (1982) could transition in to the Volunteer Reserve Service Medal.

19. All reckonable service prior to 1 Apr 99 that met the qualifying condition for the TD or EM is to count as qualifying service for the VRSM. (The qualifying rules for these efficiency awards required claimants to have served for 12 reckonable years of service and to have attended Camp in 10 of the 12 years and out of camp training in each of these years. Independent unit personnel were required to attend 6 out of camp training days each year while specialist unit personnel wen required to attend 4 out of camp training days.) Claims for such service to count as qualifying service for the VRSM may therefore contain up to 2 years in which Camp was not attended provided that the claimant attended the required site out of camp training.
20 Under the transitional arrangements, service given after 1 Apr 99 which is allowed to count towards a Clasp for the TD or EM is to count as qualifying service towards the VRSM when the Clasp is surrendered. (The qualifying rules for a Clasp required claimants to serve for a further 6 years and to have attended Camp in 5 of those years and out of camp training as defined above in each of those years.) Claims for such service to count as qualifying service for the VRSM may therefore contain one year in which Camp was not attended provided the claimant attended the requisite out of camp training in each of those years.

Other Occurrences of Double Efficiency Medals

It was possible to earn two different types of the Efficiency medal without having served continually during the transition process. This would be because of broken service such as D. T. M. Richardson who earned his first Efficiency Medal Territorial in 1935 with the Devon Regiment, left the TA in 1937. He served briefly at home during WW2 and then re-joined the TA in 1955 as a Bandsman again in the Devon Regiment receiving his Efficiency Medal T&AVR in 1969.

E. H. Ridgeway continued his service, unbroken, from enlistment in 1950 in the TA, receiving his EM(T) in 1962 but the applications for his subsequent two clasps were not made and when this was corrected in 1974 he then received the EM(TAVR).
